Atty. Clifford C. Chan obtained his degree in Bachelor of Arts in Social Sciences, Major in Economics and Minor in Psychology from the University of the Philippines Baguio in 2008. He then obtained his LLB Bachelor of Laws from Saint Louis University in 2012. He successfully hurdled the 2012 Bar Examinations. He completed his degree in Master of Management at the University of the Philippines Baguio Institute of Management in 2018. He completed his Master of Laws in Law at the University of the City of Manila (Pamantasan ng Lungsod ng Maynila).

He taught various subjects from social sciences to legal studies at Saint Louis University under the School of Humanities and the University of the Philippines Baguio Institute of Management. From 2016 to 2018, he was previously affiliated with the Department of Education as Assistant Chief of the Investigation Division, Legal Service and as Officer-in-Charge of the Legal Division of the Department of Education from late 2018 to 2020. He was part of several technical committees involving the Comprehensive Dangerous Drugs Act, Data Privacy Act, and other Education Laws and Policies. He has served as resource person on a range of topics from Child Protection to Investigation in Administrative Cases. He is currently on leave with the firm.

He has published an article in the Asia-Pacific Journal of IP Management and Innovation on the topic “Lacking Copyright: A Policy Brief on the Prohibition on the Public Education Sector of the Philippines to Own Copyright and its Consequences.”
